North Dakota has a lot of interesting sirens lurking around. 1 city (can't remember the name of it) has a model 2,5,7 and a 2001 srn all within 1 block of each other

Sounds like a Screamer S-10 that had too much coffee lmao. Nice find! Also it is apparently a Red Arrow with a custom shroud, as most Red Arrows have that port ratio
I highly doubt this is a Red Arrow, as all the ones I've seen in person and in historical photos has taller thinner rotors. This thing was thin and wide, quite similar (yet larger than) to the 6/10 D.E.W. Not much else is known about this siren, but I bet there's some sort of documentation out there from the purchase Forman made.
This siren is scheduled to be placed back atop Forman's water tower in spring 2023 after being repaired and repainted and the city is planning an event around the unique history of its D.E.W. siren!! You should come back to Forman and record a new video!

im not sure this is actually 15/20. 15/20 would sound like a very high pitch 9/12, this siren sounds more like the interval that a 10/15 or 8/12 siren would have but higher pitch
I was doubting the port ratio myself when looking at it, but after hearing it in person I can attest to it being 15/20. 1: never seen a siren with so many ports (aside from those CLM’s, 2: if you listen close you can tell the 20 port side (D) is higher in pitch than the 15 side (A). The undertone from the 20 side makes it sound lower. Also on the wind down you can hear what sounds like a 9/12 or an “inverted” 8/12 siren (imagine playing the F below the Bb instead of the other way around.

I get the feeling that this thing's housing design really restricts airflow to it. If it got more air I'm sure it would be even louder.
The 15/20 siren usually had a low RPM motor (1,850 RPM), but this one clearly has a 3,500 RPM motor.

As of August 2021 yes. I don't live out there anymore, but the city hasn't expressed any interests in removing or silencing it (as of yet)
