Actually, cutwork lace works well on clothes. Make sure you pick a design that is not too large for the fabric. Some experimenting is definitely needed. If you are struggling with the design holding its shape, you could use a layer of tulle underneath. It cuts away easily and provides more support to the thread after the stabilizer is washed away.

Yes you can! Just verify the design size will work for the napkin size you have selected. We used an 18" square napkin.

why do you place the cut work in water? i plan on purchasing a pfaff creative 4.5 sewing machine so i want to understand.

Any time you use water soluble stabilizer you want to rinse it. We use water soluble stabilizer so we do not have an residue of stabilizer left over.
