If he president slaps it with s veto, it goes back to congress and requires a 2/3 super majority in both houses to override him. Since American politics are highly partisan, the simple threat of a veto is enough to kill a bill. There has never been a party with a supermajority in both houses. Also if the presidents party is in control of one house, the leader of that house (for example Mitch McConnell) could simply not allow a vote on a proposed bill because he has been informed the president would veto it. He does it all the time. It’s why trump has only vetoed one thing in 2 years
