Yes, it is. I think that they were dancing to fast playing ragtime music from the era. And for some reason, someone wanted to dub much more recent music over it, which so didn't match. So yes, those people were not really dancing to the music heard in this dubbed video, they were dancing to early 1900s ragtime. Why they couldn't just play that and give us the real feel of the era? I just watched it with the sound turned off and pretended music from the era was playing, which actually really was to this short film of the time
