The number of active serial killers in the US alone is actually staggering. Even more horrifying is that most never get caught. That’s just the good ole US of A. Think of around the world where police investigations and forensic investigations are less advanced than those in the US or countries like the UK and others in Europe.
Serial killers aren't as prevalent in other countries as you may think. In South America we definitely have more violence but not often cases that can be categorized as serial.

The individual could've been attending training at Camp Robinson at the times of the attacks and went home to another state. You could get records of everyone that attended training during those time periods.

I think you misunderstand the word "active". Half of these are not active, they are just uncaught, free. Active implies that we believe that are not finished with their violent crimes and will continue throughout the near future. Unsolved cases from before 2010 with no evidence that these killings are continuing and haven't since 2010 are not really active serial killers.

I imagine it comes from the idea that we struggle to believe fairly fit young men wouldn't just save themselves. Having visited the river fire station in Merseyside and listened to the stories of drownings on that river. Even a fit person can die quickly in the cold water, throw alcohol into the mix and you have all you need. I personally think there is no killer in any of these cases.
