That first guy has now given me an idea (probably not a good one) on what to say when a cop asks me "do you know why I pulled you up?" Me: "Have you forgotten already?" or Plan B "Do you want me to guess? do I get a fine if I guess wrong?"...

Do you mean 420? If so, it was originally a secret code by a group of hippie/stoner high school kids in San Francisco, CA.
"One day, the Waldos met at 4:20 p.m. for a “safari” and smoked all the Panama Red and Acapulco Gold - marijuana strains popular at the time for their potency and energizing qualities - they could get their hands on. The mission of this particular safari was to find an abandoned patch of weed. The meeting time stuck, as did the weed choice and their constant soundtrack of New Riders of the Purple Sage, Grateful Dead and Santana. Eventually, “420” became a secret code for the Waldos whenever they wanted to smoke."
Later it became more and more popular, a secret no more. Even later still, weed smokers across the country began celebrating weed and everything associated with that culture on April 4 (as in the U.S. dates are written month/day/year, rather than day/month/year). Hence the celebration on April 4, 04/20.
4:20 is smokers time. April 20th has never really been associated with smokers until the last decade or so but is now celebrated as well
420 was the California police code for marijuana use. Later, people used April 20 to have huge informal festivals.

The police used to take physical fitness as serious as the military. Today the active military people are still fit and the only overweight military people I know are retired but, it seems the police fitness standards have gone by the wayside.
