Wow, back in Chicago every music stand was a floor tom? LOL That'd be a cool effect if every horn player had a drumstick on the music stand and quickly took it out and all played a floor tom unison part for a big drum extravaganza!

It was implemented to switch the country from alcohol to gasoline. Farmers and anyone that needed to fuel an engine made their own alcohol. Rockefeller had an excess of gasoline, a byproduct of refining, and had to sell it. Prohibition forced everyone to switch over to Rockefeller gas from self made alcohol.
