I think the tier sets are just thematically related to the raid, because the armor doesn't appear to aesthetically. The Race to World First would get screwed over if there were some kind of requirement to have the 4 set to complete bosses.
My thoughts on theses set bonuses, is that this feels like something that blizzard could have tried in season 1, not in season 2 with only 1 season remaining after this. Feels like there just trying to normalize all the set bonuses without thinking too much.
Great video, expressed a lot of my first thoughts as well. Visual design: except rogue and dk, all the other sets are incredibly generic. You could argue the mage set looks like shamans, or the warrior set looks like paladins. They likely got AI to do a lot of the design work. Enhance shaman buff to builders: zor thas had some thoughts about it too and there might be a new build that focuses heavily on builders-will be cool to see what you guys cook up in the ptr Tier sets: only elemental has great potential and synergy to be an actual upgrade. Resto is a joke and enhance is odd since it wants us to dispel the 25% buff just to lower cd of doomwinds
I agree that the resto one is very strange for the 4 pc. If you look at holy priest that they get 1% more healing for each insurance applied, that seems soooo much better than a 10% increase to ONE spell. I hope that blizzard changes it to at least be all the same effect as other healers or really buffs the shaman one. Maybe it should be something like if the insurance is consumed OR it expires then you get the 10% increase stacking up to 3 times. It also seems like a huge disconnect with what they're saying they want to do with some of the resto changes. They say they want to support more riptide builds, which is cool, but a lot of those builds won't even cast healing rain. So let's say you're not running a healing rain build and are a good healer so your allies rarely go below 40%...you just get basically zero benefit from the 4pc? That seems like a horrible design especially compared to other healers that will probably just get a passive 5%+ increase to their healing.
I think the healing from inspiration is either when the target drops under 40% or a HOT over 15 seconds. So you get the benefit even if people don’t go under 10%. The bad part is the 10% effect. Chain heal usually tops out at like 21% of your healing in raid (with totemic). Even if you get to buff every chain heal it is only 2% healing, more likely you will only buff around 33%. So overall the 4 pc is like %.6 healing with totemic probably around 1% for farseer( not counting inspiration). This all seem pretty low throughput coming from a tier set. Also we are going from a petty good tier set that has that 10% bonus active at all times, and a reduction in the cost of those spells by 8%. So all in all, nerf in healing and nerf in mana.
I agree with the goblin themed armors. I totally thought they were going to do it! would of been a solid concept.

It seems that they are trying to make Totemic good. When I first heard this I thought that might be good if you went totemic.
