You can use this pattern for that, 2 way, put something between the two layer of leather, or cut the main body (wider piece) 2x and sew them together with a filler between, plus the strap on top, but this way is better if you use a thinner leather (1 mm leather + filler + 1 mm leather + strap should make it already 4+ mm in total)

It is a 2 mm thick rigid temper latigo leather

Your measurements don’t work. I measured the neck, cut to the lines as specified and it’s too short

check the size of the paper used. If you use a letter format it will shrink a bit
