You know seeing all that Chaos a thought came to my Mind, most Villians would have been extremly useful Rescue Heros.
Compress can Transport and "Freeze" anything doesnt matter who many or who heavy. Twice is an Unlimited "Workforce". Sceptic can "produce" an nearly unlimited Amounts of Workers. Shigaraki can clear any Amount of Debris without Problem. Trumpet can "Incite" anyone to get them more Energy. Geten can Freeze shut any Bleeding Wound. Overhaul would be an God Tier "Healer". Re-Destro can also Clear any amount of Debris
Not only Villians are put in Tartarus, but anybody who quirk could "potentially" be dangerous. There even treated like animals there too. Thats why its the Dark side of the quirk society.

I actually think that Deku even tho he's messed up his role in the war was easily in the top 3 most important ones, if he didn't kept Shigaraki in check after losing the nerf from Aizawa then he would have touched the groud again and kill EVERYONE, it was hard to watch him breaking himself but i still feel proud of what he did and thanks to the damages he and Endeavour did to Shigaraki we bougth ourselves some time since he has to heal his body and perfect it.
Of course, Deku is going to be one of the most important. He's the chosen one with multiple quirks and is literally the main character...

I don't think AFO main self is actually controlling Shigaraki. Remember him saying when a quirk is stolen or transferred or whatever the quirk is mixed in with their DNA so their consciousness is still in there. AFO consciousness just overpowers Shigarakis completely, it's like he has a twin brother but not like a remote control. They just moving on the same time

Tartarus should have had someone nearly as strong All Might guarding it. Even in The Boys for a while, they had Stormfront guarding the Asylum as the number 2 hero. The Boys had to wait for her to leave to handle a distraction, in order to do anything.
The are only 2 Possible people near All Might but both of them are from America.
I mean someone close to being like All Might isn't something easily to come by, and if they had someone like that, they would be #1 in Japan instead of Endeavor. lol

@@dartvader6278 There's a certain Vigilante in Naruhata that should be called upon for times like these. The Crawler at this point in the story is easily on the Bakugo/Todoroki level and possibly as good as good or better than Deku (though that's soon going to change). It would have been so cool with Vigilantes for him to get brought into the story right now when he's needed most.

Tartarus is a big yikes. Huge yikes. Because it's not just a place for people who've done crimes. No, it's a place for people with quirks that are already a danger or could POTENTIALLY be a danger. Meaning you could be thrown into a prison where the guards consider you lesser than animals and your rights are constantly being violated, just for having a quirk you were born with.
Like, imagine if Shinso or Monoma didn't enroll to UA and just wanted to live normal lives. But they either get scooped up by the Safety Commission to do shady things or literally thrown into prison. That is actually awful. So depending on the quirk you were born with, you only have four options. One, get completely shunned from society, two, get lucky on the slight chance to get into UA or some other hero profession, three, have to potentially "take people out" for very shady people, or four, be stuck in prison and be treated like an animal. Now, I don't agree with Tomura's ideology(though it's more like AFO's ideology he created from grooming a child into hating things) about destroying ALL of hero society. But I do think there definitely needs to be some changes. Especially considering some of the things that happen behind closed doors in this world
Anyway, a shot of All For One's dump truck is not an anime original addition I thought we'd get. But here we are. All jokes aside, Spinner deserves some credit. He felt comfortable enough to grab Tomura(a man who could decay him in a second) by the collar. And THEN he talked back to the Demon Lord TWICE. And basically told him that he's not the guy he wants. Our boy Spinner has nerves of steel.
Spinner. He's a normal guy. But his quirk makes him look like a lizard. And people discriminated against him for that. When he first joined the League, he was all about Stain. But as time went on, he slowly found himself being more comfortable stepping away from Stain and seeing what Shigaraki could do. To the point where they bonded together with video games and fought together in MVA. Shigaraki has never treated Spinner as lesser because of his quirk. He never forced Twice to duplicate himself when he had the mental block. He told Toga he would avoid destroying things she loved. He lets Dabi do as he pleases. He was worried about Compress leaping to fight Overhaul. Shigaraki treats the members of his team as equals. Family. Regardless of their backgrounds. Which is why Spinner appreciated him so much. So when AFO decides to suddenly try to put himself in his body, Spinner is immediately opposed.
Moving on, we have a prison break episode. Stain, Moonfish, Muscular, Overhaul. All freed. It's a good thing the prison break happened before Machia was able to be transferred. Because imagine if after all of the effort to put this man to sleep, AFO just immediately breaks him out again. But even without Machia, having several near high ends and two people with the AFO quirk is still super dangerous. Not to mention the rest of the League.
One thing I think the anime left out is that before AFO wraps Tomura up, he actually tries to decay AFO's vestige for a third time. AFO constantly talks about how Tomura always surpasses his expectations. And that boy isn't going to give his body up without a massive fight. I have a feeling underestimating Tomura's tenacity is going to be his downfall.
One thing to note is that the Tomura/AFO situation might get a bit confusing. In the manga, Tomura tends to use the phrase, "Ore" when referring to himself. Whereas AFO tends to use the more polite, "Boku". And as we saw in this episode, sometimes Tomura or AFO will randomly grab control of the body in the middle of a sentence. And sometimes they even speak at the same time. Unlike the manga, there isn't a translator or italics to show a differentiation between Ore and Boku. So it might be a bit difficult to tell if it's Tomura talking, AFO talking or both talking at first.
some of what you're saying is true, but if monoma or shinso wanted to live 'normal lives,' they'd be fine. the problem would be if they decided to use their quirks without approval (which goes for any quirk-user, not just ppl with their type of quirk). it's not like if they didn't get into a hero school the feds would go to their parents' house and take them to tartarus lol

Really have to suspend belief watching this show. they have some fucking nobodies guarding the most dangerous person in the world? tomura literally strolls in and breaks him out. ok
Not really, 20% of the population is quirkless, most of the other quirks are weak or useless, and the over saturation of Hero's is filled with Hero's who don't have the ideals of All Might, these OP quirks are rare and might even tend to go to the villains more often than not like shown with Shigaraki, Toga (just because she can use the quirks of who she loves now) and Twice, in their backstory, not to mention All For One in his long reign of terror took the most OP quirks when they were around so generations in the future are bound have less powerful quirks (S5 E25), like in the top 10 hero's you have Wash and Crust! That should be an indication of the disparity of powerful quirks in My Hero they are NO WHERE NEAR on All For One or Shigaraki's level. It doesn't seem hard to justify or believe to me.

@@tehcookievanilla1323 one for all would have been replicated and given to other people. they should have the means through science to create any quirk they want and they would have some bio-robot pretty much a nomu but 10,000 of them. they would have already created the drug to erase quirks within 50 years of them appearing. also drugs to boost quirks in the same time. there would be a registry as soon as you know your quirk with the government to keep track of them all and they would recruit the powerful ones. just so many things that should be around and just aren't because why? oh yeah all mights here, we're all saved forever, never have to worry about it again. they would have done something in that decade+ time they had to secure their peace. also one for all cant just fucking take ALL OF THE GOOD QUIRKS thats not possible. they would have stopped him he would be an international threat. and yeah crust being a top 10 is proving my point, he's not even a hero why is he top 10. 80% of people maybe 5% are villains that's a staggeringly generous number. the math doesnt add up. the quirk imbalance should be the other way. worst case it should be equal if one for all stole a few hundred good quirks somehow but still, thats a drop in the bucket.

Quirk destroying bullets and Garaki's science are limited only to them though because it's their creation, not to mention people against Garaki disprove of the quirk singularity theory so the science for that seems to be controlled politically/ethically against the thought of fear because society seems all to gone by that point in terms of balance for anarchy and government when Garaki was there being a scientist for society before he disappeared 120yrs ago~ (in the sense that they need to fix this "problem" now whether it benefits them or not so fear won't settle in), only when peace sort of arrived science would've grown in a somewhat stable manner but also in a restricted sense(just a guess) because they have to recover from said chaos or anarchy, laws also are so ridged because of that affecting society and the people, (not to mention All For One was still around when All Might was there before and after the first time they beat AFO), so the spawn of new quirks is really really limited, also forgetting the idea that Garaki goes around grabbing dead corpses to gain quirks for this very long period.
The registry for quirks is also iffy because a quirk can spawn out of nowhere or, nobody can notice the type of quirk it is because it's so small who knows when that extra toe thing to recognise a person has quirk was introduced or if it's even real science, there's so many factors to that can go wrong when a powerful quirk is introduced because according to Vigilantes (at least I think) the quirk can be the most powerful it can be when it activates within a user for the first time, it's why Shigaraki can destroy a house and not do anything of the sort later in the science due to his trauma and or other factors.
Also All For One absolutely can take most of the powerful ones, Japan is in anarchy or Chaos at that point so he wouldn't be considered an international threat either he may have not been a recognised target because of the quirks he has for a long time (so he can hide if he wanted to or make it out as the people did this out of their own volition) or Japan want to show they're independent enough to deal with it or the rest of the world is also dealing with the same issues on a similar level, he has so many decades to do what he pleases before All Might shows up because he sounds like he's for the people and against the government for the reformation of quirks being introduced.

Why does that prove your point? A lot of the quirks in the top 10 are no where near Shigaraki's level indicating the power level, it's a society based system even so their power should be relative to at least the number 2 but the power disparity seems to be exponential. It's not 5% that are villains, it's 5% that are active villains, some are on the run because of their quirks being used, some seem genuinely mentally ill because of their quirks, some just wanna join a community, so the number isn't representative of the problem because All Might being there to save everyone every time only made it so society ignored the problem that society was facing. And All For One shouldn't have just around 100 quirks, he essentially controlled Japan, you can see in Garaki's lab in S6 before Mirko breaks in there are more than hundreds of quirks around there, and it's not the only lab he has, AFO should have way more from the people who follow him, it was more than a decade reign at least and that's a minimum. In my opinion there's so many ways to justify it, also the Tartarus people could be considered powerful but just not on the level of Shigaraki because he essentially insta kills.
