Lagging Left Turn in Sydney River

This particular intersection currently suffers from detection that isn't working properly, so it made more sense to lag the left turn arrow just before the side street phase.
This will clear out any turning vehicles but also won't cause any initial delays if no left turning vehicles exist.
Located at Keltic Dr and the Wal-Mart Mall entrance.
