Lord of the Rings series are seriously around before My Hero Academia where quirks are everything, so it's obvious how people fight without magic in the case of medieval fantasy culture. So Gandalf is only considered weak because of his venerable age until he proved that he's an Istari angel who also knew how fight physically and martially when he had reasons to.
