Atılım is a private university and as a normal citizen of Turkey i only consider to join best of private universities if i would have to choose them i prefer public university

Well, it is not necessary except the unis you are applying to requires it. If you would, consider taking the one organized by Istanbul University. A lot of other unis accept it. Over 80 accepts Istanbul's exam this year.
