    Anytime a police officer commits an atrocity like this and is sued, the damages should come from the police pension fund, not the tax payer.

      @Brad1156 not quite though. Because that’s money the tax payer is already paying. So it’s really only the cops who lose there. Would certainly motivate cops to root out the ‘bad apples’ if it was their pension that was at risk when their colleagues break the rules

      Adam, I've been saying that forever. And in my church, a good 20% of the people are police officers or secret service. Needless to say, we have had some powerful arguments during Bible Study when I say that (and trust, I say it CONSTANTLY!!!). *If damages came out of the pensions, that would immediately eliminate the silent wall of protection.*

    Imagine being in the Army, making it through a potentially deadly mission in a warzone country, finally being able to fly back home to see your family, and then nearly getting shot by cops while wearing your uniform. wow.

      I think being black in US 🇺🇸 is like being in a war zone, anytime you can take a bullet !! I thank God for being black in a black land of mama Africa . I feel privileged to be home where our police only pull trigger when is necessary or threatened. Like especially being in mil uniform, no police can be against you even before identification, the respect is that high ! Seems American police are so much empowered even to outrun military personnel which is a clear sign showing broken system of policing !! 🚔 no regard and respect for military !! No way 😳

      Had the exact same thing in Las Vegas, they didn't pepper spray, but threw me on the ground and I never opened my mouth. I did complain laying on the 120 degree pavement. They do not care if you are in uniform.

      @kathy mcallister No, unfortunately dash cams are not required throughout the country. Only in some states (if any) are they required.Even body cams are not required in every state and county through out the land. Dash cams would be a much better option because it would show what is happening from all angles rather than just from the cops view point.

      This law only applies to who it applies when it’s applicable. So if you get pulled over speeding it applies but the next car speeding by while you get that ticket it doesn’t apply to them.

      Oh they see it in themselves, but choose to condone or ignore it. Many officers today are aggressive bullies who join the force so that they can take out their aggressions on citizens that they're sworn to protect. In fact right - winged racists groups send their members to the police academy so that they can infiltrate the police force and murder minorities legally.

      No person should be treated this way! Solider or not. That should be the starting point, and then everyone would feel safe while dealing with police. US is completely messed up. Encounter with police should not be something that you need to be scared about, it should be something that installs trust into you.

      Women all know to be careful if you ever date a police officer, because of their tendency toward abusive behavior. Men too often like to lecture women about their behavior, without looking at their own. I have always, as a white woman, related to the discrimination & disrespectful treatment toward people of color. Abuse is abuse.

    That police officer was insane with some kind of power trip. Thank God the Lt. drove to a well lit place and put his hands out the window. He made the best of a very dangerous situation.

      Yep, the lieutenant behaved just about perfectly. Despite huge provocation, he kept calm and kept thinking. Maybe he had experienced being in a REAL fight, as opposed to those pussycats holding the guns, who would probably pee their pants in a real war.

    I remember reading about this story last year in details. The Lt. actually put on his hazards lights and drove a short distance a lower rate of speed to a well lit service station.
    These officers just totally escalated this situation to a point of crazy. On a positive note, I read the officers involved have been fired or forced to resign.

      @@orchidorio the man failed to stop for activated lights and sirens for 1.5 miles. When you break the law in this way you dramatically increase your risk of bodily harm or death. We have laws in our land for a reason.

    The lady paramedic body language says it all. She knew they were wrong. I had a situation like this in the hospital and this nurse actually took up for me.

      That is good, but the police don't like that. There was a nurse in Utah who refused to draw blood on an unconscious patient for the police - she was following hospital protocol and showed the sheet to the officer - but was still taken away in cuffs and then the Lt told her why even though she told him why she couldn't draw the blood. I don't think the police cared that the blood couldn't be used in court. The sad part is the Admin knew what was going on, she had him on speakerphone but didn't come down and confront the police. She sued them and won $500,000 which she is using I believe to help those in a similar situation. The Police officer was fired and the Lt was demoted to a patrolman I think. Police are just out of control

      if this is how an army lieutenant treats officers then he should be discharged. he ignored their sirens for 1.5 miles, ignored their orders to get out of the vehicle in case he had a gun on his lap, or in this case the gun was by his leg, same thing. obstruction of justice is a felony, this incident had nothing to do with the license plate. i'm sorry your propaganda video isn't honest. should find better sources.

In reality, people who dress in uniform carry weapons and could be a threat to Police, if you don't follow instructions, they will be ready to respond to your next move.     I am retired military, I had two NYPD officers pulled their guns on me. I told them when I was active duty I had to write a report everytime my weapon left its holster. They told me that they can pull their weapons as they see fit and don't have to account for it. I want to see rules and technology to account for officers whose weapons leave their holsters.

      I remember the time Toronto's ETF (Emergency Task Force) first had to actually use a firearm. It was like an embarrassment to them and the city that they needed to. They were so good at their job they got it done without shooting anyone for years and years. A lot different from the SWAT mentality.

      @@charlieross-BRM swat is a relatively new thing, developed for EXTREME situations and now used for any qnd everything, any chance they can get to pull out the toys and play army. swat should be ended NOW. so many, many tragic stories from doorbusters- i had a close call myself once. swat js a disgusting mentality that gets people killed, reinforces that ALL OF US are the bad guys to cops today.

      I live in Louisville ky. Before body cams the police was killing every black man that ran from the police. They was always unarmed. The police got away with murder every single time.

These cops are lucky this didn't happen near a military base, they would have been lucky to have an MP unit come to find out what's going on, it would be more likely to be a 'training squad' coming to do some 'additional education' for these officers.

      That was honestly a very smart move on the lieutenants part. For one thing it's in view of any witnesses. Second. All gas stations have a lot of security cameras set up.

    If a lieutenant is treated like this in his uniform then absolutely no black person is safe. This is disgusting, I was afraid for him and even in his fear he kept his wits about him and he didn't give those officers one reason to shoot him. He refused to reach for the seat belt even as he was peppersprayed because he knew they would say he was reaching for a gun. This man walked away with his life and he showed so much strength, God bless him and his family.

      This is why police do not want to wear body cameras. They want to hide their bad behaviour because only when it goes viral and gets attention to they face consequences for their behaviour. It should be federal law for cops to wear body cameras and they should be fired if they do not turn them on when on duty. It should also be a federal crime for them to lie on the police reports or calls. They calle dit a felony stop so they would have an excuse to do something to him if he hadn't had the good sense to drive to a well lit area with cameras. The military have to deal with civilians and are always in actual danger but the police use the excuse they fear for their lives to do anything they want to. The military holds their personnel accountable, the police force is rife with systemic racism and does not hold their people accountable. I

      It really depends on the neighborhood you live in if seeing the cops act like this is common or not if you live in a poor rundown high crime and drug filled part of a city then yea the cops will treat everyone they encounter like a hardcore criminal. But if you live in a richer nicer neighborhood the cops tend to be more easy going unless you don't belong to the rich and fancy neighborhood then you're getting the "you don't belong here" treatment

      High ranking? Nope. He's about the lowest rank of officer there is. In the grand scheme of things he's about right in the middle of the ranks, but his rank is irrelevant. It doesn't matter if he had been a homeless deserter, he didn't deserve the treatment he got. The police would save us all a lot of time if they just admitted they pull people over due to racism.

      Every cop should have body coms. First words out of his mouth should be. I am a police officer, my body camera is on and this conversation will be recorded. You have the legal right to ask for a copy of this after this conversation. So police are on notice legally impossible to cover up or hide .

      I sensed that the aggressive cop started by asking enlisted because the cop was probably a sergeant or similar NCO (he said he was a veteran) and wanted to out rank him that way, not even considering the LT would possibly outrank the cop’s military rank.

      My state of New Mexico just became the second state in the country to do away with qualified immunity (this is what shields police in most states form civil liability even when they are knowingly breaking the law). It's not just police, but also people working for the state.

      Not only should the bad cops be convicted, but the should be weeded out. I am sure most of us have seen videos of a former officer stating that the force is overrun with whie supremacists, nazi sympathizers and the like. That is the issue that needs to be resolved. The people who can make a difference and remedy the situation don't seem to give a crap. They know whats going on. Unfortunately they are a part of it.

Once in the well lit parking area he pulls over. He asks why he has been stopped. The tag is visible in the window. So, there is no longer a reason for the stop. That should have been the end. You need cause, that is the law. The cop could no longer give cause, did not like that. Probably took his driving to a well lit area as an insult. That happened to me. The cop took it personally and went off the rails. But, I get it, you have no experience being Black and you fail to realize the danger even though it's literally always occurring.       I see where that would have been the most viable option for you. But can I just pose that maybe people such as yourself are exactly the types of people who should be recruiting rather than resigning?
      To go along with the other comment, I wonder if raising base pay might be a long term solution to this problem. I know it’s an extremely unpopular idea (for very good reason), but wouldn’t a higher pay rate or at least a different pay scale help in attracting better people to the job and to stay in the job? It seems anymore like not many want to be police officers and their left recruiting mostly trash from the bottom of the barrel. That old adage of how it’s all losers and bullies from high school trying to exact revenge on a world that they see as having done them wrong. We need police. We also need better people to want to be police.

      Not necessarily true. I worked security at a police department with another guard who treated everyone like crap, as though they were all dirt bags. Me(military, calm, treats everyone with respect). We applied to the same Police department(Oakland). He got hired, I didn't. I also know an officer who told me he just goes being a grocery store on duty and sleeps. With both these guys its apparent they are dirt bags in there regular life. I have seen people that are good people(including myself), Not get hired. These departments only hire a certain type of person and personality.

    As a women, I have ALWAYS been told it was my right to drive to safety. Especially at night, I could drive to a well lit public place. I would advise my son to do the same.

      This has always been my plan to. It makes sense. The cop cars in my small town were left parked outside the police station with keys in them. Anyone could take off with a police car. Also, anyone can put a flashing red light on their roof.

      It also protects police officers from pulling people over on narrow dangerous dark roads from getting run over, and they can see the person they are pulling over a lot better too (it's just common sense for all involved). What really gets me is that these two are just trumped up little tyrants abusing their authority. The older officer Gutierrez has been fired, he was setting a horrible example for the younger officer (though he should be fired too).

      Sadly, it’s happening everywhere. The USA is so highlighted because all of this crap coming to the forefront. I agree that the body cams are awesome for things like this!! I think it was to protect the officer, but repeatedly has helped the victims of sadistic officers. The white officer was the only calm one and looked VERY uncomfortable while psycho cop was scared and being a HUGE bully!! I’d be going for WAY more than a million, plus I’d sue psycho personally and lay charges!! Look how close scaredy-cat cop was spraying pepper spray repeatedly!! WOW!!!

The individual being stopped stated that he was scared to exit his vehicle and the cop responded with, "you should be scared". What more do you really need to see? Are you trying to justify the actions of two incompetent cops for some type of excuse? Plain and simple, this incident was escalated by two incompetent cops, that appeared to be way out of their element. Each of these individuals should be fired.

      Imagine, he falsified the report even though he had a body cam. Decades ago before body cams this was the norm. A police officer pulls over a black man, doesn't like the way he's speaking to him so he shoots him and writes in the report the guy was pulling a gun. Case closed. And right wingers still ask what is systemic racism.

      Had he reached for the seat belt to unbuckle it, this could have turned out a whole lot different. If you noticed, the Lt. was the individual trying to de-escalate the situation, and the "professionals" did nothing but escalate the situation. What if this had been a White man and two Black cops? Imagine the outrage that would be going on, and there would probably be threats to the Black cops by militias throughout the country.

      @@atdepaulis I haven't had the honor to serve our country yet, but from the many veterans in my family, and who are close friends of my family, I have heard nothing but support for the LT in this situation. It is despicable to think that anyone would be subjected to this treatment from the police, let alone one of the soldiers who gives part of his life for all of ours. You have a fundamental misunderstanding of our justice system if you think we're supposed to play guilty until we're proven innocent.

      Not because he is black... it's not always ideal to implament the victim mentality on cases you are not absolutely sure a suspect will undergo further discipline due to the color of their skin. But excluding "because he is BLACK part", yes it was reasonable and ideal for him to move to a less-secluded area, regardless of what race he was.

      Interesting point. Many countries in Europe, including the U.K. also don't need guns to police. I met some policemen from Ireland and they told me the majority of the force isn't issued guns.

    Watching that vile footage in its entirety made me sick. I felt violated and humiliated by just watching it. Pepper spraying a person in uniform on active duty defending the Constitution of the United States and our freedom without cause??? Really???

      Perfectly reasonable traffic stop and why they conducted a felony stop. That Lt’s actions dictated everything. You would follow this man? I pray to god he doesn’t lead anyone in combat, he’ll question higher authority the same way he did here and ultimately get people killed.

      @@yborbum3210 its was not meant to be a felony stop..if you can see the paper tag, all you have to do is pull the person over and request they show paper work. The lt. did well by turning on his hazards and drove to a well lit place due to how officers with God complexes behave these days...as you can see he was right to do so even in a well lit area hands up he was pepper sprayed. The officers effed up big time as they did not follow protocol. Until you know the laws of the land don't make comments like this.
