How can you even be a senator for a state for which you don't reside or vote in? You cant just switch what state you reside in unless you actually physically reside in that state for a year. Just because you own a home there does not make you a legal resident.
Realize that almost all Senators and Congress people physically live in the DC area and spend most of there time ⌚ in homes in the DC area. Biden and some legislators from nearby states like Virginia, Maryland, Delaware and Pennsylvania commute to work.
Because affirmative action and virtue signaling is all it matters to them.
The Democrat party changes the rules when it suits them.

Hillary was born in Illinois but spent most of her adult life in Arkansas. She never lived in New York until moving there in 1999 to establish residency because she knew a Senate seat was going to be available. She didn't move back to Arkansas where she lived from 1975 to 1993 because she knew she would never win election in Arkansas.
