You are flying at night, IFR, INSTUMENT flight rules. You can't rely on VFR rules, VISUAL flight rules at night. You do not have dept perception on points of light at night. Advisory calls, or warning calls by ATC MAY help, but they do not give absolute separation at night when pilots can easily confirm they see what turns out to be the WRONG aircraft. I remember following a point of light at night for 30 mins expecting it to be a few miles away. It turned out to be a ship about 100 miles away. And this was over the ocean. Imagine IDing a point of light in a crowded city in one of the busiest airports in the world!

Yesterday, some publics showed the trajectory of the plane and the helicopter - it is clearly visible that the helicopter was choosing (calculating) the moment of approach in order to ram the plane. They were almost on intersecting courses, so the probability of an accidental or erroneous (due to air traffic controllers) collision was very low. Like winning a million in the lottery. Considering the good visibility!
Time to move the Nations Capital to a new location where security can be improved? Move to location in the center of the country, where a city can be built without permanent residents and all businesses run by the government, no embassies, no lawyers?

It looks like this is about 10% on the chopper pilots (strayed high, but actually pretty easy to do), about 20% on better tech needs to be employed, and 70% on the ATC (10% for having the jet swing out ~100 ft. over the chopper's designated path, and 60% for not calling out an urgent evasive maneuver when their screen would be indicating "CA' ("Conflict Alert") for over 10 seconds.
