Vince is a talent whore. He just wants to sign guys to say he's had them wrestle for him. Doesn't mean he uses them properly. The same can be said about Leon White. I knew when Vader went in and Vince made a fuss about renaming him "The Mastodon". That it was going to be a huge mistake for him. Some guys just don't fit into that company. And KENTA and Leon were two of them among MANY more.
