Arkansas State Police PIT / TVI Maneuver on van from Mississippi ending pursuit - Driver falls out

- Trooper's Report:
On June 22nd, 2024, at approximately 9:44 P.M., I, Trooper Wright #574, was notified that West Memphis was in pursuit of a
Van on Interstate 40 eastbound. I was at the 280-mile marker westbound on a traffic stop. I abruptly finished my traffic stop and
took the Mound City exit at the 280, at which point I could hear the sirens overhead and was notified they were crossing Mound
City Rd. I initiated my lights and sirens and started onto the on ramp at the 280.
I could see the West Memphis unit was actively in pursuit of a grey Dodge Caravan displaying Mississippi license plate number:
MHH703. The vehicle was disregarding the Patrol Officer’s lights and sirens while fleeing. I took over as primary unit in pursuit
at 9:46:06 P.M., as the vehicle was weaving through traffic while traveling at speeds in excess of 100 miles per hour, showing
no regard for the safety of the motoring public. I was able to conduct a TVI moments later when the vehicle cleared traffic. The
TVI was conducted at 9:46:25 P.M., at the 283-mile marker. The vehicle slid from the left lane into the center lane and began
traveling backwards while still traveling at approximately 80 miles per hour.
At which point the driver opened his driver’s door,
presumably waiting for the vehicle to come to rest. The vehicle then struck the center concrete barrier which caused the driver
to fall out of the driver’s side of the vehicle. The rear of the vehicle road up onto the concrete barrier which gave space for the
vehicle to travel over the driver which was scene on dashcam after the fact.
The vehicle came to rest in the center lane of
Interstate 40 still eastbound. The driver then fled on foot northbound across the westbound lanes of traffic. I could see one
West Memphis officer was in hot pursuit of the subject, I cleared the vehicle to make sure there were no other occupants. More
West Memphis Officers arrived moments later, including a K9 and followed.
The driver, Theon Rashad Loveberry, was then
apprehended in the tree line just north of my location.
An ambulance was called to the scene for the driver’s injuries from falling out onto the roadway at 70+ miles per hour. Theon
Rashad Loveberry was transported to Regional One due to injuries sustained.
TDOT arrived on scene and pushed the vehicle from the roadway.
Bowden’s wrecker service impounded the vehicle

That’s the truth. I’ve never been anywhere near the state of Arkansas, much less Little Rock but even I know I-30, I-630, Shackleford, Daisy Bates, Chicot, Baseline, Scott Hamilton, and you can’t forget the “Big Church”.
the I40 has become one of my best known highways....together with my hometown A81 (southwest germany) the M/A1 (england and the M62 (north England)...haha...cheers.
@@emsguy486 As someone who lives and works in and around Little Rock, don't forget University, Mabelvale Pike, and John Barrow. Driving down John Barrow is like a 50/50 chance of seeing LRPD doing a lights and sirens fly by.

@@007modmom you're definitely not wrong. These people function almost exclusively using the primitive, reptilian brain that we all have, while the rest of us use the outer layers of the brain responsible for higher level functions, like empathy, morality and impulse control.
Not to mention that because the vehicle's rear was up on the center barricade it went over the lucky SOB. Unlucky for the taxpayers though.

Arkansas, Before the bridge install some stopping gates like they use at RR tracks, or draw bridges. AFTER the gates install some automatic TIRE SHREDDERS. During a pursuit, the gates come down, the shredders go up, and NO MORE ESCAPES into Tennessee!!!

I used to drive a truck cross country, thank goodness something like this never happened around me. Those guys running 120++ mph that would be scary !!! as they went by !!!
I wasn’t an OTR truck driver but I did travel 25-35k miles a year for my job and only ever saw one police chase… and it wasn’t particularly high speed. I find it incredible that these southern states like Arkansas, Georgia, and Florida have so many pursuits that UA-camrs have several per week they can upload. 😉🤣

I was doing 73-4 at night, came into a construction zone, he was setting & waiting for me, when his lights came on, I started pulling over put my flashers on, drove away with a warning. If you act stupid, well you get on YT, I’m not interested in that.

I actually witnessed this pursuit happen. It was about 5-6 tahoes flying towards the state line. I had absolutely no idea that he jumped out of the vehicle
After reading the report I seen that sack of potatoes fall and roll umder the van. Smdh think the darwin award will be given to this one soon enough. Ha.

In a perfect world, Theon Rashad Loveberry would have met justice by the semi driving the other direction. FYI, in his mugshot he looks like you would expect. It's from his arrest 7/25/2023 for domestic abuse, burglary, reckless endangerment and attempting to flee law enforcement. Purportedly he was on the wrong side of the road multiple times and almost struck numerous vehicles.
Arkansas State Police should install a vehicle barrier system at the approach to the Hernando De Soto Bridge and keep it manned 24/7 to stop the miscreants fleeing from Arkansas.
At the rate of these videos, it seems worth the money...............................

I hate to say it but Trooper Wright is a prime example of reckless disregard for the safety of the public. He is VERY lucky that the semi was able to stop fast enough to avoid hitting him, there was barely 5 seconds from when he passed the semi and when he performed the TVI. Piss Poor judgement on his part. These troopers need a LOT more training on when and when NOT to perform a TVI. That being said, I'm glad he got the suspect and nobody else got hurt.
Good PIT but that was WAY too close in front of that 18 wheeler for my tastes. Those things take a while to stop from highway speeds. I think you could actually hear the guy's air brakes here. I would have given it a little more space.
