This year a report made to HUD states quite clearly that the median income for a single home in Tucson is about $98,000 a year. That means that according to reports, people in Tucson can afford a higher rent. Landlords are very happy to raise those rents according to the reports. HUD properties such as LIHTC properties also raised rents accordingly. They rationalize tricking a low income tenant into signing a lease they won't be able to afford, then evict said tenant, who now can no longer rent in Tucson because of the eviction. Where are they supposed to go? If we really wanted to start fixing these homeless issues, we need to start by correcting the errors at the top, not add more motel rooms.
