DC tried basically what you're suggesting back in 2011 with the New 52 - there was a Team 7 with Waller, Deadshot, and Black Canary, a Stormwatch with Martian Manhunter, a team with Fairchild and Beast Boy, et cetera. It just didn't sell, so they went crawling back to SuperBat. Even now, though, there's a mostly independent WildCATS book, a Stormwatch feature with Ravager, and a Waller/Battallion series.
I just don't think analog characters like Midnighter and Apollo should share the same universe with Batman and Superman. It's fine for a one-shot or similar special, but it should be long term.
