Great work on your layout Mike. You picked the right color for the facia-gray. My layout is gray as staging yards & freight yard for railroads are dirty places so gray is a great color for model railroad layout.
Love your creative approach to the "Lower" staging yard. Like the idea of scenery but I see a 'potential' problem. I'ld use foam board instead of plaster cloth. Gluing the foamboard onto the existing "Lower" staging yard is much better, especially if you have to remove the fascia. Using 'traditional' scenery techniques, the fascia would be glued to the lower deck roadbed.
