One reason steampunk has gone so "unheard of" (which it's not, it's a very well-known subgenre) in mainstream media is that there hasn't been any steampunk works of actual depth or note. Most writers or artists look at the surface level of the genre, go "oh okay so victorian sci-fi with airships and boilerplate robots, gotcha" and never offer anything of substance to their work beyond that. It's seen as a fashion movement and little else. Which is criminal, because so much good can be done with it. The Victorian era was full of strife, and so much of what was going on then (that we thought we fixed, mind you) is raging today. Corporations taking control of our lives, poverty and sickness going unchecked, systematic racism, like there's a framework there to tell an engaging story with deep-hitting themes and nobody's taking the bait. Even outside of being a social satire (which is what sci-fi originally was, and what the "punk" in steampunk is SUPPOSED TO MEAN), the kinds of things that writers can put into their works are flat-out ignored for the sake of cool-looking technology. I'll admit it: in 2014 I was an idiot about it. I thought "it doesn't need all that "depth" or "characterization" or "relatability", it's just cool and that's all it needs to be". But I was stupid and wrong. If you want your work to last, if you want it to be worth anything, if you want it to have not been a complete waste of your talents... it should mean more than to follow the Rule of Cool and nothing else. A smaller problem steampunk has is its lack of identity. This is largely thanks to my points above, but not entirely. When people think "steampunk", they think "cogs, gears, maybe airships, and an inventor or something". That's not enough to sustain a genre in the popular consciousness. And again, because of the novel I wrote up there, there's nothing deeper than that when people actually do want to dive in. Those that stay are mesmerised by the style, not the substance. A style that people don't really get excited for, either. That might change if a major work in the genre were to happen, but I honestly doubt it.

If it is it wouldn't be surprising that she became the Pirate Queen of the skies what with having a GIANT CLOCKWORK DRAGON by her side (that is if it manages to follow her into that alternate universe).
