A "tab" is like "credit". It's when you don't pay the money to an owner straight away. even after buying things from them several times. Instead, everything you owe is tracked on this tab and you pay it all off later on.
A "cap" is a "limit". Kaz will give Jesper the tab he wants, but he won't pay beyond a price of his choosing.

It basically means that Jesper wants to go to a Bar and the "tab" is how much money he owes the Bar after he buys a bunch of drinks 😅 Jesper wants Kaz to pay for it but Kaz says he will only pay a certain amount, probably not a lot 😂
