All depends on upbringing. Most of people aren't mature enough to handle most of the things. And they want to stick to the orthodox patriarchal way off life. Leave the sex education authorities aren't able to provide proper moral education. I'm from Haryana and I can say for sure situation in rural areas is worst. And most of our state's population live in rural areas.
First of all define the harassment !! if a girl approach to a boy for the relation and the boy is not interested then its ok, but if a boy approach to a girl and she is not interested ;; she has authority to say... “ wo ladka mujhe chhedd ra tha, mujhpe try mar ra tha” ; Boys to nahi krte aise complaint .... let the girl live happily, aur agar lawfull harassment ki baat kr rae ho ...then dont mix it with 1st time attempt to speak with a girl ..... Feminism is dangerous; girls take advantage of that too!!! Metoo !! ka bhi miss-use krke is campaign ko badnaam kr dia kuchh girls ne ...
she has authority to say due to exploitation of their right of decision making, expresse their feeling, etc. since the life of human society has evoluted. and also male had that all kind of right of themselves and their family' females. so please don't say about their authority
