I think you wasted a lot of Yelan's damage and application by not weaving NAs between skills, bursts and character switches, but maybe that was intentional to swirl correct elements or line up rotations
In my experience playing international, Tartaglia in multitarget is the best option because of his quadratic damage in skills and in unitarget he is still the best option because he applies so much hydro that allows Xiangling to vaporize all his pyronado and also Tartaglia himself does a lot of damage. So my answer is Tartaglia.
