Perry's 71' CB350- The color says LEMON but is it? Will it Start?

Here i am Trying to Start my Bike, Electric Starter Turns but doesn't run bike. Horn works! High beams, signals and break light work. In the Next video, electric starter as no give. Unfortunately the kick starter only gives me a glimpse of what the engine sounds like before giving out. I rode the bike for an hour last Sunday. The Idle ran at 2k rpm and needs constant throttle to stay afloat during. My plan is to replace spark plugs, check battery condition, air box filter, and idle screw. Before considering Carb work. should have sent a video from today. Started right up today and rode for an hour or so. Turns out i was not following proper procedure when trying to start the bike.

Choke?

Choke is all the way Open, and it pushes down in the direction to open. Idle screw is looking like it might be maxed out to its furthest setting..
