Can you control how much the valve is open or closed to vary pressure?
Like reduce the pulse rate say from 30 ms for fully closed to 15 ms for half closed.?

No, you cannot use a latching solenoid to control pressure as it has two discrete positions. In order to control how much a valve is open or closed to vary the pressure, you would need to utilize a proportional valve. Please let us know if you have any further questions.
A PWM approach could be used
Could you please tell me what the dimensions this tubular latching solenoid can be? dia180mm and L150mm possible?
It is possible to develop a solenoid with these dimensions. However, a lot will depend on what you are trying to do as there may be a better solution than the type of solenoid shown in this video.
A@1:59 it says providing a fail-safe mode in the event of power loss, could anyone explain me how this is to be done, seems no mechanical lever or some sort is provided hence the piston will stick to wherever the PREVIOUS state/position and let's hope it is not a fail-dangerous position?
