How do the training academies work?

  • Hi friends! Today we dive into the Career Districts and see how their training academies work!
    The Career Districts are Districts 1, 2 and 4. They are known for training their tributes, giving them the best chance to win. These academies however are completely illegal, as training your tributes before the Games is illegal. This means we know very little about them, so here is my theory and ideas as to how they work!

    Hi friends! A quick reminder not to post spoilers for "The Ballad of Songbirds and Snakes". The book isn't out in many countries yet, and won't be for another few weeks, so it's incredibly inconsiderate.
    Also, many of you have been asking when I'll make videos about it. I won't be making videos about it until the movie adaptation is released, as this firstly gives everyone time to buy and read the book, and secondly will allow us to use the secondary canon that is a movie to base ideas off of.       Savy n Zenk But reaping from the pool of victors wouldn’t have been possible had Katniss not won the games, since there’d be no living female victor. Maybe Clove not being a tribute could have changed the outcome of the 74th games. Assuming that Katniss isn’t the victor, the 75th quarter quell wouldn’t have been possible, regardless of wether Snow wanted to do it or not.

    I don’t think District 4 actually trains for the games, but they’re normally career tributes because they have a background knowledge on spears , nets, and tridents.

      That's possible, though District 7 have experience with axes and explosives, so I would guess District 4 does still train their tributes to give them the title of Career

      Daylin agreed. the d4 tributes in the 74th were way too weak/young to be traditional tributes

      @@StoryDiver if your theory is true, then that would make district 7 the strongest non-career district with the most victors for that category. I'd say district 7 would have 6 or 7 victors in their history of the games. In district 4's case, that also explains they're the most resourceful of the careers

      I expect D4 train in the physical side of things, but not the theoretical. If I remember correctly they were about the 3rd District to join the rebellion against the Capitol, there are a lot of young and weak tributes from D4, I don’t think Annie Cresta would have volunteered ,and we know that the Capitol abuses Finnick. Therefore I don’t believe many people in D4 support the Capitol, and so they don’t actually want to be in the Games, just if they are reaped, they want to win.

    I've never noticed before when Cato says killing is all he knows how to do. It almost makes me feel bad for him, he spent his whole life training for this one thing and maybe not focusing on anything else. Even if he had won I can't imagine what that would do to your psyche (even if they are trained to kill) and what you would do to move forward with your life.

    I hadn’t thought about lessons for teaching the future career tributes how to kill in not just a physical sense, but also a phycological sense. Perhaps political prisoners and dissidents could also be provided by the capitol for the career tributes to practice killing. since the impact emotionally of killing an animal and a human are probably very different. The capitol might want to kill two birds with one stone and execute prisoners as well as train possible future career tributes at the same time.

      It makes a lot of sense, considering how desensitized to killing the careers already seem when they go hunting for the other tributes. I mean, they’re laughing and calling them “meat”.

      This is chillingly awful. It would seemingly make sense to have killed before so you don't have the nerves before hand or shock after.

      i was thinking of that too, also this is a little different than killing, but they might have been in charge of tortue first, like cutting off the tongues for example

    I think it’s a strong possibility that the academies train district pairs together. Cato and Clove in particular seem to have a very close bond and a deep understanding, indicating that they are likely close friends. Not to mention their skill sets complement each other, with Clove being skilled at knife throwing and Cato good at close combat. Since it’s considered extremely bad form to kill your district partner, I can see them creating pairs with good chemistry and complementing skills, even if one is younger than the other. That could explain why Clove volunteers even though she’s only 15. She and Cato are district pairs and it’s Cato’s last year to volunteer.

    There’s something I just randomly thought of.
    In the books it says that the careers are ‘brainwashed’ into believing the games are a great honour to win.
    I randomly thought one day Hey! Maybe the careers aren’t brainwashed into thinking that it would be a great honour to win. They’re brainwashed into thinking they have a huge advantage to winning, leading them to that glory and honour. But then once they’re in the games they do fine for a while. They manage to hunt down the weak and have a huge edge. But as the games progress they become alittle more vulnerable. If they get outsmarted, like what Katniss did, they start to struggle. Let’s say they make it like Cato did. They realise how weak and exposed they actually are, and the brainwashing is most likely not valid anymore. Now they actually have to fight for their lives and they haven’t done this before giving them a disadvantage. And then they’ll most likely reach a brutal death, now realising that they barely had an edge. And that this honour wasn’t worth it.
    This is just some trash I came up with and it’s prob not true. Great video though! :3

    It's stated in the books that it's "complicated rules" about volunteering in the career districts. My guess would be, and I'm pretty sure about that, is the fact that it's decided before the reaping who can volunteer - regardless of the age, like Clove perhaps. For this reason, it means that Glimmer was strong and while she wasn't the best with a bow, she was good with something else :)

    The training academies actually sound like a good idea. First, you spare the younger, weaker kids from being reaped and make sure that everyone who goes to the Games goes on their free will because they volunteered. However, it also shows how ignorant the Capitol actually was. How can a tyrannical state allow two warrior-training academies from the districts under their very nose? Since they are not being supervised, how can they know these children are not also being secretly trained to be ready for a potential rebellion should the time come?

      I also agree that the Capitol knew about them. However, I believe that the Capitol allowed so, not only for their good relationship with D1 and D2, but also because they knew that having just one or two districts with advantage would result in a more attractive hunger games as a way to assure that their tributes will put " a good show" for the Audience. I also believe that the Capitol may have certain supervision, at least minimal, in those academies. Remember what President Snow said : "A little Hope is Effective"

    Me, a future Career:
    UGH, Can you BELIEVE I had to drop martial knife throwing for Firestarting 101 with Prof. Miner??? What a garbage course I can't believe it's worth 4 credits!!!! I thought maybe they'd let me take trapping or field medicine instead but those are both electives and Prof. Alchemy is out until Fall semester... If I wasn't so good at archery I'd drop. My mom's complaining to the Academy Deans.

      tbh if i had to drop knife throwing i'd be so mad haha. i'd drop archery instead because i'm actually terrible at it. - me, noteably a district 2 career

    Its also important to note than is District 2 training may of been very important in life, not just in entering the Hunger Games. Because District 2 was army/weaponry and Peacekeepers, Careers that hadn’t been picked for the Hunger Games in their lives could’ve just gone into one of the industries.

    Why does the capital favor the career districts?
    District 1: Makes luxury items that please the capital as they are extremely wealthy and love luxurious things!
    District 2: Was loyal to the capital during the first rebellion and peacekeepers are also trained here and have an important industry masonry!
    District 4: I don't think district 4 are careers as they are rebellious but I think they just have a background on fighting as they used tridents which can be used as weapons, set traps, tie knots, and have very good swimming skills basically making everyone in 4 be like a career.

      A lot of districts other than 4 teach skills. For example in 7 they learn to wield and use an axe and explosives

      District 4 does a lot with fishing so that's probably the capitol's main water supply as well as their main seafood supply

      They allow the careers because the hunger games needs at least a few good "killers" to fed up the bloodthirst of the capitol citizens, because the chances of reaping good fighters from the other districts every year are pretty small (specially if they are malnourish teenegers that have never hold a weapon)
      Also, districts 7 and 11 know a little bit of really specific weapons, but the possibility of having those, like the axes, are low compared to the knifes and swords. I say it because Katniss says that the bow is not neccesarily in the cornucopia every year, and Finnick had his trident from a sponsor since there was no one in the begging of his first games even though he was a career.

      Girl from D4 in 74th got 9 as a training score so she was lethal.
      Plus read Ballad of Songbirds and Snakes
      and look how lethal were Coral and Mizzen

    I think in their final test it might include killing an avox or other prisoner from the capital because a human’s reaction is going to be a little different than an animal’s reaction (regarding getting stabbed etc)

      yeah, that's what i was thinking. careers generally have the most kills, so killing a person needs to come naturally to them. they need to be able to look a human being in the eye and kill them. almost seems like they are brainwashed into seeing chidren from other districts as less human, kind of like how the capitol sees the districts.

    I always wondered why district 3 was not the most favoured considering they were the tech district. Beetee invented bombs, it was the boy from 3 who built the pyramid trap, and Beetee even mentioned that children were taught in school how to manipulate voices. I actually would not be surprised if district 3 was the home of the mutts. But I believe the the writer was making a statement about the superficial nature of the Capital by saying that district 1 was favoured because they made luxury items and district 2 supplies peacekeepers. I think district 4 was a threat since they were near the sea. Throughout histroy a seafaring nation like England needed a navy to defend itself and keeping them close would be an asset to the Capital.

      I’m a little late, but 3 probably isn’t a capitol favourite in the games because they typically don’t look the part. While they would be very skilled with technology, the capitol citizens love a good show, and more athletic, muscular tributes who can fight in a gory and exciting way would be favoured, rather than clever technology based tributes, who maybe don’t fight in such an exciting way.

      Remember- the “favoritism” from the Capitol all stems from how loyal the districts were during the dark days. 1, 2, and 4, were all very loyal amidst the rebellion. 3 and 8 were a couple of the districts that fought the hardest, which is why they aren’t career districts.

    Kinda makes me wonder what the movie Catching Fire would be like had it had Haymitch in the arena.

      I’ve always thought that Peta staying out of the arena would have been a good choice. Throughout the books, it was always emphasized that the area Peta really showed natural talent in was speaking, acting, and manipulation of the crowd to his side. Now imagine him pleading with the people of the capital to help him save the love of his life and supposed unborn child... they would be showered with sponsors and support. Now on top of that, imagine that Haymitch brought him in on the rescue plot so that he knew Plutarch was actually for the rebellion so he could communicate with him? Peta would be so good at acting like he was oblivious and just all about Katniss and not a threat to Snow, while still working things in their favor. By the time they were rescued, Peta would have been on the hoover craft making a get away with them. Katniss would have been way less of a psychological wreak and more cooperative with district 13 since Peta is someone she is already bonded with and who makes her feel safe, even if she is still confused about him when it comes to a romantic commitment. Basically, Peta should have stayed out of that area.

    by the way, if you were to volunteer before you were the right age, others volunteer too, and the mentor then chooses who goes into the games

    I know it's a slightly crazy theory, but to choose who volunteers in the career districts they might choose the best few males and females and have their own untelevised hunger games in the academies and the winners volunteer.

      I agree, but I think instead of actually killing the kids they just like call out DEAD, For example, if there was a swordfight between two people when one of them was completely open they would call out "DEAD" and basically be out of the running for volunteering

    I don’t think there would be two separate schools. I think the careers schooling would all happen at the academy with day split. In the regular school I think they would do subliminal messaging for the second the kids go to school; such as counting weapons or having weapons as math examples instead of something normal like watermelon.

      The math test would be like: If Alex had the speed of x kilometres per hour and x arrows, but hesitated to kill that 12 year old kid from 5 like a wimp, how many tributes would he kill in what amount of time, how long would the games last, and would he even win the games since he hesitated like a complete moron? Remember to show your work!

    District 4 were a part of the career group because they were similar to 1 and 2 during the rebellion by not being as rebellious as the other districts. However they were a bit more rebellious than 1 and 2

    Do you think when district 12 was being burned down that Gale purposely didn't save the Mellark or Madge's family because of them being of a higher class/ or just a coincidence to show both of Peeta and Katniss close family and friends were killed.

      If I remember correctly, it's stated that the wealthier families didn't listen or believe Gale, and so chose not to follow him. They likely believed they would be spared

    Can you make what if Katniss killed Peeta and won? It sounds dark but I feel it would affect her relationship with Gale as well as The Quarter Quell.
    Also how I thought the training academies would be like a private school separated by gender cloaked as a rich school, but in reality they had classes on how to throw a knife or use a bow properly and to make an alliance. Thinks of Clove and Cato as anime characters..

      She knew if she went back w/out Peeta, (by her killing him) she would be an outcast. It would have been better for the Capitol if they went they went their separate ways.

    District 4 provides the Capitol with a lot of their fish, 1 is luxury goods so supply the Capitol with jewellery, perfumes and makeup etc, and 2 trains Peace Keepers, who probably have a few more privileges than others from that district, so it makes sense that they are the Career Districts. Your explanation for training makes sense, especially the desensitisation to killing!

      But other districts provide the Capitol with food, so 4’s privilege doesn’t make sense. I’m sure we’ll find out more in the new book! I’m glad my explanation makes sense though!!

    Remember- the “favoritism” from the Capitol all stems from how loyal the districts were during the dark days. 1, 2, and 4, were all very loyal amidst the rebellion. 3 and 8 were a couple of the districts that fought the hardest, which is why they aren’t career districts.

    Districts One and Two sided with the Capitol during the war, so the Capitol is a little more lenient with them. These are also the districts that most of the Peace Keepers are from, so they probably don't call it Tribute training, but something like Peace Keeper training. I don't know about District Four, though.
    District Four is fishing, so you have to wonder why they don't go out in their boats one day and never come back. Is the rest of the world dead? And what happened to Hawaii and Alaska?

      But if 1 and 2 actually sided with the Capitol from the start, they wouldn't be forced to participate in the Hunger Games. I think they rebelled alongside the other districts at first and later sided with the Capitol when the tide turned against the districts.

    I feel like some careers like Glimmer for example didn’t volunteer and was reaped but there was no one volunteering. Clove most likely had the same case.

      Clove definitely volunteered for it. It had been what she was training her whole life for. She 17 or 18, she was going to age out soon, and you probably dont want to go into the Quell. Those are always brutal.

    District 4, 2 and 1 have the best relationship with capitol as not only do they bring in luxury materials but they had the least involvment in the huge revolution against the capitol that started the hunger games and destroyed district 13.

    I believe district 4 is a career due to their knowledge of certain weapons plus they supply the capitol with seafood. In catching fire The prep team complain about lack of shrimp. So the capitol May be reluctant to piss them off. As well as district 1 provides lavish gifts (gems, jewelry, nice clothes etc ) and district 2 provides their peacekeepers. So they are capital favorites. Except I find it odd district 3 doesn’t have that favor cus they provide electronics. Or that 11 who provides the majority of food has any favor, but I guess they’re well secured and have so much military presence.

    If District 4 is a career district like D1 or D2 Finnick probably did very well at the academy and progressed quickly. District 4 probably was far away from the capital city, at least as far away as the Pacific coast or the Gulf coast but could, of course, be ideologically close. District 11 and 12 are not career districts but Katniss was a specialist also, not only with a weapon (bow) but as an outdoor savvy person and hunter/gatherer, and that allowed her to win (survive). Rue seemed to have outdoor skills and knowledge of plants also, and so did probably Thresh. Dive safely.

    I can’t really think that the career districts would train every child. I think they’re enrol every child for the first year, then the strongest and most enthusiastic children would continue training until they’re 18

    if I lived in one of the career districts I can just get lots of tesserae and even if I get reaped since I wouldn’t train for the hunger games I would be volunteered for so life in the career districts who didn’t volunteer would be good👍

    Maybe District 4 is a career tribute because they can't stop their kids for swimming and using nets and tridents so, they are very strong children and since District 4 produces fish, this can make very healthy children, and well, you can get pearls from District 4, so they are kind of wealthy... don't know really, just thinking. But for the 74th games the boy of District 4, in the movie and the book, was a little boy, in the book the girl of District 4 were in the career pack

      As someone else already said, I also believe that they chose who was going to volunteer before the reaping and if chance made it that whoever they chose would be reaped, nobody would volunteer and, if I recall, District 4 didn't have that big of a tradition on volunteering even if it was a career district. It's also worth noting that, despite his age, Finnick was already quite skilled and also charming enough to win sponsors over. To the date of the last games, he was the only tribute ever to have received a weapon as a sponsor gift which had also become known as the most expensive gift ever delivered in the games. And he was skilled enough to use it, he was more than just decent in combat and he won his games by being proactive rather than just hiding until everyone else was dead like the Morphlings had done. I can imagine that other tributes also underestimated him because of his age.

    really good video :) I've never thought about why District 4 is also a career district
    :/ very stange ..district 1 and 2 make seen, but 4? I think some other districts would be more important when it comes to food. I think only Suzanne Collins knows why it is so :D you explain very thing very good.     You did an excellent job explaining what you think goes on in the academies!
    A lot of your theories I agree with, and as far as why district 4 was a career district, I think it has to do with the wealth of the district. Though not officially from Suzanne Collins, some Hunger Games film promotional material has the wealth of each district published, and District 4 is the 4th richest district, behind 1, 2 and 5, respectively.
    The poorer districts can't, and really shouldn't, prepare for the games because they have more pressing issues such as food, disease, etc. Meanwhile, with the relatively okay living conditions in the richer districts, they have the luxury of wasting resources on the tributes to give them a much better chance at winning.
    I don't think the academies train the careers the same way, however. It's stated by Katniss in the books communication between the districts is strictly monitored so that it's difficult to rebel, so the career districts themselves can't talk about what to teach careers. And even though the Capitol overlooks the Careers training for the games, they certainly wouldn't mandate standardized curriculum for all 3 career districts' academies. I think district 1 might focus, more than other academies, on appealing to the Capitol more than other career districts. Katniss describes Glimmer, Gloss, and Cashmere as beautiful and sexy, which they played up to in their interviews. District 2 might focus more on the killing and fighting aspect of the games, given that Cato, Clove, Brutus, and Enobaria are all very ruthless in the games. And I think District 4 is more focused on the actual surviving part of the games, hence why the district 4 boy died in the cornucopia bloodbath in the 74th games and his partner died early with Glimmer.
    I have a theory as to what happens in district 2's academies though. The Capitol usually recruits Peacekeepers from District 2, and there are probably schools for Peacekeepers there as well. If someone in the Career academy drops out/deemed unworthy, perhaps they are sent to, or choose to, join the peacekeeping force. And vice versa, if a young Peacekeeper trainee shows promise as a good tribute, they are probably recommended to the career academy.
    I also think the Career traditions might stem from the 1st Quarter Quell, or 25th hunger games. In these games, the districts were required to chose who to send to the arena. Perhaps some districts sent unwanted or problem children, meanwhile maybe the richer districts sent off tributes they thought could win. If "Careers" weren't a thing back then, I'm certain they became a thing afterwards since the Capitol gave them a way to vote for their tributes.

    for the final test, i would imagine it would go down something like the simulations in divergent. if u have never read divergent, basically, you get liquid injected into your neck and you feel like you are in you worst fears. i think it would be the same thing but instead of your fears, it would just be a made up hunger games arena.

    I also wonder whether some bullied kids in career districts, if their name gets pulled, no one will volunteer. Like, a rather lethal form of bullying. That could also be why sometimes weaker or younger children from career districts end up in the arena. I think we'd see this more in district 4, where there does seem to be a bit less glory involved with being chosen and winning - in 1&2 it's everything to them, so the 18 year olds are unlikely to put bullying above their own dreams; but 4, despite being careers, seem far less obsessed with it.

    perhaps the tests may include killing disabled, orphaned or unwanted children. if this happens it would most likely be reserved for the higher level students or the ones less likely to reveal the practice to the public of the careers districts, for many parents this would be a discreet way of discarding the children that are nothing but a financial burden on the family. it may also be thought of as merciful, killing 'suffering' children that have no real prospects of making it to adulthood or it might be viewed as an honour to be killed by a promising student, kind of like a service to your district.

    This has me wondering what happens to the ones that train hard but never make it into the arena. Considering there's only one boy and one girl chosen each year and there's a small window of opportunity to volunteer, I can imagine this being the majority of potential career tributes. One possibility, particularly in 2, would be that a number of them would enlist to become peacekeepers (that would explain Thread's character, as he does seem to be compensating for something). Others might just end up finding some work that doesn't require much skill, considering the ones in 1 and 2 probably didn't learn to work in their district's industry due to spending most of their time at the Academy. The particularly nasty ones might just be unemployable, though. I can also see a lot of them living on the streets preferring to have just died in the arena, drinking home brew liquor and drunkenly picking fights with random people. I can also see a lot of them committing suicide, since in their minds, they missed the chance to fulfill their only purpose in life. It's dark, but I can't see life being very good to them once they reach adulthood and are forced to adjust to life outside of the Training Academies.

    Generally, I think at 12 all the boys and girls start taking classes on the hunger games. Theses classes have people drop every year until they’re 18, with 4 left

    The concept that tributes will need practice and prior experience in killing is something I didn’t think of, but it definitely makes sense. Even with all the brainwashing and conditioning, most aren’t hard-wired to just murder unprovoked. I really wish we could get more insights into the careers, I would absolutely love if Suzanne released a book/movie where a career tribute is the main character.

    due to the way the career districts enjoy competing in the games i think it actually is reasonable for them to sometimes appoint younger tributes like Clove to show off how strong their tributes are despite their age. Also a more sadistic yet still realistic perspective could argue that the districts WANT to have young victors just like district 4 with Finnick being the youngest at 14, some sort of weird competitive side of them thinking that they can top that and have even more praise from the capitol for it

    i believe the movie interviews for basically everyone but peeta and katniss were actually improvised by the actors, and i don't particularly think they count as canon, as they weren't in the movie/script and marvel's story in his interview about his dad being a hunter doesn't quite make sense. also, i think a possible concept would be that career rejects from district 2 become peacekeepers?

    Likely District 2 arent officially trained for the games. However are trained as Peacekeepers.
    District 4 aren't careers they are strong thanks to there speciality in fishing which makes them strong.

    Along with all the combat training, I think that part of the careers training includes swimming. In catching fire book, all the careers know how to swim. Almost all the other tributes dont know how to swim, katniss only does because her father taught her because of the lake. finnick was one of the few people that knew how to swim because he was from a district that had lots of water. So Mags knew how to swim a little bit too. As you can see not that many people can swim, this is one of the reasons why the careers have an advantage other than combat.

    given that the games it is possible it could be district vs district for victory i reckon they would have an attachment killing, so they would be given an animal to look after and get attached to, part of their training is to kill it, if they could kill that then it's likely be ready to kill in the games and not care about attachment

    I feel that the district four tributes have special survival skills on top of general killing skills because they live near the ocean. They would be able to identify deadly or safe sea life and they would be able to use weapons tributes from one and two would not be familiar with. I theorize sometimes the main career pack would want a district four tribute as an advantage.

    Well.... there is one other rule....strictly no cannibalism,as they explain In the first book in the past years there was a boy that would eat the dead tributes,it got so bad that to get the bodies back in kinda one piece they had to drop teams of Peacekeepers to keep him down or he would often rip off parts of his victims.

      Being trained for something and living through it are extremely different things. If you're already pre-disposed to developing anxiety or PTSD, it won't take much to develop that condition. Add onto that the fact that Annie was brainwashed, which often weakens a healthy brain making it more susceptible to developing mental health disorders

    Clove didn't volunteer, the book says that the only volunteers were Cato and Katniss. The fact that nobody volunteered in Clove's place either makes me think they wanted her dead, or that she was going to volunteer either way.

Even in some fanfics I've read on this website called Wattpad, there are some stories of how sometimes district 4 would be career tributes and sometimes not. Cuz I strongly believe Mags wasn't part of the career pack in the 11th hunger games she won. And another thing I would love to know is if the careers are so well trained for the games, why are the survival skills of districts 1 and 2 GARBAGE? Cuz if they were superb, Cato wouldn't have become mentally unhinged when Katniss blew their supplies. Or Katniss and Rue pondering how they can't survive without supplies from the cornucopia. If they're the two wealthiest districts in Panem with the most resources, shouldn't they have basic survival skills stations in 1 and 2 just like in the Capitol? Cuz if they were smart enough to carefully analyze the tactics the career tributes before them and that of the non career tributes, then that would of made them even more powerful and resourceful in the arena. Wouldn't they play manhunt where 6 boys and girls are careers while 18 "aren't"? Cuz it takes more than brute strength and weapons to win the games or make it far. Just look at how foxface made it to the final five tributes. Essentially making the career tributes almost unbeatable in the games. That's scary to even imagine. Cuz in the 74th hunger games, the careers made some pretty stupid and dumb moves. Cato letting Peeta live after badly injuring his leg, Clove wanting to torture Katniss instead of killing her swiftly, and not having common sense to burn the tree Katniss was stuck in when they chased her up. Then that would mean some of the previous victors like Haymitch, Johanna, or Beetee would be dead and would be replaced by victors from 1,2, or 4. If some careers have been their whole lives for this gladiatorial event, arrogance is of no excuse not to win

    Since a lot of the games were manipulated, (like the fireballs pushing katniss to the river towards the careers)-she wasn't a real threat at the time except for her score, so why didn't they do more of it like with the morphlings. They knew were b/c of their trackers, they could have easily drew them out or other tributes, especially since the morphlings won the same way in different games

      I can only imagine that they had completely overlooked the morphlings, they were just so busy following the other tributes and what happened in the arena that they completely forgot about them until it was too late, especially because they were not a threat. Since you mentioned the games being manipulated, I can also imagine that the gamemakers manipulated the games to let a "weaker" tribute win or a district that hadn't won in a while so as to build morale. It's something that has been done in the past in totalitarian states - the ruling party/ruler would let people have or do certain things that they normally wouldn't have or do so as to not risk an uprising. Snow himself actually said something similar to Seneca - they have a winner for hope because hope is stronger than fear and a little hope is effective while a lot of hope is dangerous. Giving a winner to the districts that hadn't won in a longer while gives them enough hope to keep them in line but not enough so as to make them arrogant but also not too little as to make them rise against the Capitol.

    My question is what does the capitol do if a non career district kid had previous training. Like Katniss, it's obvious she could shoot the bow before coming to the games so why didn't they do anything about it. And she couldn't have just learned to use the bow in training because she waited to show her skill until the grading.

    In any given year, there should be way more graduating students than tributes. So would students get to volunteer, and whoever does it first would be chosen as tribute? Or, would another system be in place so that the best tribute is put forward to represent the district? I imagine there'd be some kind of 'selection' in place in which the volunteer is quietly pre-arranged. Whoever scores the highest, or whoever's family has the most political pull to get their child selected, would likely win, as there should be a great deal of prestige associated with having a victor child.

    11 was considered an early career during like the 10th games
    I think the capitol would allow any district it’s just mainly these four 1 2 4 and 11

    I think they cut out district 4 from the career pack because at the time of the movie, the other two books were already out showing the known victors as rebels so the scriptwriters decided to simplify this because it only meant adding a death to the bloodbath without making any mayor changes in the later movies

    Even if district 2, the strongest career district in my opinion based on how well Cato, Clove, Brutus, and Enobaria performed in the 74th and 75th games , couldn't train their kids for the games, they still do fairly well. Just think about it. District 2's industry is masonry and peacekeeper/ weapons making. Working in a stone quarry involves a lot of hard physical labor. And if district 2 kids learned that trade before the dark days, many of them particularly the boys would be still physically stronger than maybe Cato and probably just as strong as Thresh. Cuz like Thresh, their muscles are naturally trained for not only physical strength, but endurance. And then there's the peacekeeper/ weapons making trade. Remember district 2 is a large district with a large population. So not every kid would work in the rock quarry. And that would mean from a young age, some kids would go to the peacekeeper academy or become blacksmiths. Peacekeepers are Panem's military. And they need to be physically and mentally prepared for just about anything, just like how the normal district 2 careers are strong and have a warrior mindset. And for those who make the weapons, that would give them exposure to swords, knives, or machetes just like how district 7 kids learn how to wield an axe from a young age. So in the end, many district 2 kids would already be natural careers without Capitol sponsored training academies. In this version of district 2, they may have 7 or 8 victors. Which is still a lot for any district. District 1? I don't know. Cuz I can't understand how being the most priveleged district in Panem where almost none of your kids starve, and having an industry that makes luxury products translates into the arena. Maybe some might know how to make poisonous concoctions like how Maysilee did in the second quarter quell cuz many perfumes are made out of substances that are lethal to humans. But that's just about it. Probably only 5 victors for district 1 if they couldn't train for the games

    My theory is the kids in the academies are from parents who have pissed off the important people. These children would be viewed as disposable by the authorities, while their own children would be safe. I expect at some point they have to kill other students in training exercises, probably initially weaker students. Eventually the most talented students would be matched against each other. Final selection is likely to be either a sort of tournament or a mini-game scenario with the winner (survivors) being the ones permitted to volunteer in the next reaping.
