My interpretation is that when they asked for the angel to stay forever. Because the proven themselves greedy especially with that wish as other towns would not be saved if she stayed. She purposely interpreted this as to stay with the Angels forever. There are angels in heaven and hell, although the ones in hell are fallen. My guess is that she sent them all to hell with the fallen angels.
adding onto my interpretation. I think the reason why there was the armored figure and Len is that this is not the first time this is happened. This is a test to see if the humans are worth saving. Those were not greedy will allow the angel to leave, but those who don’t are not worthy enough to go to heaven, let alone have the angel stay.

My interpretation is that when they asked for the angel to stay forever. Because the proven themselves greedy especially with that wish as other towns would not be saved if she stayed.
