Didn’t fix my issue, I have some random frames from clips appear on clips that I replaced them with. This video was still very helpful on how to optimize space though so thank you : )
You might need to delete the project scratch files. File > Project Settings > Scratch Disks... find the path for Video Previews... go there on your system and delete the folder. NOTE: If you've rendered your sequence(s) this will delete all the preview files... so you'll have to re-render them. But this will usually clear up the problem you're having. I google I cannot import my videos and it mention about media caches and followed everything you did. I still cannot import my videos and this is getting very frustrating.
My Premiere Pro crashed when trying to render "In to Out" ... I cleared the media cache in the preference and the folders manually in Windows, but can't find where Premiere Pro took up about 300GB of space, any idea?
I'm going to bet that the mass of data... and likely a corrupted file or two... are somewhere in your Video Preview Files. These are the files created whenever you render a sequence within Premiere Pro, and they're saved to a different location. Go to File > Project Settings > Scratch Disks. You can change where these files are saved (I personally prefer "Same as Project" for a few different reasons). But for you right now what we care about is finding the file path for "Video Previews". Then go to that directory on your computer and delete either all the files in the folder or the folder itself (don't worry, Premiere Pro will create a new folder if you delete the old one). Once you delete those files and return to Premiere Pro, you WILL getting a "Missing Files" message (cause Premiere Pro suddenly can't find all those render files anymore). Just "Skip All" (if I recall correctly). This WILL mean that you'll lose all the renders you've done, and will have to re-render everything all over again (which might be a pain if you're in a rush). But I'm willing to bet it solves your current problem.

That's a very tough question to answer. There's really no one "right answer" ... SOOOOO many variables at play. Depends on your system capabilities, types/capacity of drives, type and volume of footage, etc. Once all those are known, then there's the question of priorities... are you solely looking to improve performance/system speed? Or are you trying to set up a productive and easy to follow workflow? I could go on and on (already have). It's a topic I've considered covering before, but it can be pretty complex. It really is a case-by-case answer.

I would love to know how a professional like you would set up your project files even before you start editing.
Video render files are saved in the "Adobe Premiere Pro Video Previews" folder for each project. If you don't know where that folder is, go to Project Settings > Scratch Disks and you can see the directory path. You can delete those render files in that folder (or the folder itself) whenever you like, and when you re-render Premiere Pro will rebuild those files again as necessary.
