****PROBLEM FIXED****
Finally after 2 hours I had to reboot my PS4 in safe mode (I will leave instructions below) and once in safe mode choose REBUILD DATABASE and once that is done restart your Playstation regularly and from there go back to the COD game and it will let you install the DLC Packs needed to play!
HOW TO REBOOT INTO SAFEMODE
To reboot in safe mode, turn the system all the way off and wait for the power light to go out. Then press and hold the power button on the PS4 directly until you get a multiple-beep. Plug in your controller, and select restore database. It may take quite some time to complete the operation depending on how long it has been since you started using the console and/or how long it has been since the last time the database was restored.

Under the picture on the right said there will be some black text. If it says UK then it is a uk disk if it says uae it is a uae disk etc.
