That man didn't have a lot of facilities when he was child and he couldn't practice English in that time but now he is practicing hard to improve his English and this is really good

I think so
I believe that candidate is a selfmade, decent and hardworking man. I can feel he had a lot of struggles in his life but he's still trying for best. Don't be sad buddy, join this exam one year later, you can easily get 8 points.
Good thing is that this candidate is definitely doing his best. Even though he might misunderstand some questions, he just keeps replying as if he feels completely confident.
