In my opinion the stawhat has been around for a lot more time than we think. During the skypea arc we see a flashback of Nolan the liar telling stories to kids and one of them has a straw hat, you can look it up on google.
I don't think there's anything to this kid with the strawhat. Oda and many other manga artists purposely hide things all over their work. I think he just hid Roger/Shanks/Luffy's hat just for kicks. We haven't seen anything from this yet and so I don't think we will. There hasn't been a drop of foreshadowing surrounding this mystery strawhat kid. But the strawhat being passed down theory seems base.

I made a theory about Joy Boy being immortal and he was the son of One Piece's "Noah" from Noah's Ark. At first I thought his promise was to Roger but it makes so much more sense that it was to the Fishman. He was around when the slavery of the Fishman started and tried to stop it. He failed so he wrote on the Poneplyph an apology for everything. As in my "Evolution of Fishman* video I explained how I think the flood of Noah's Ark created the fishman race. So in the end Joy Boy was unable to right any of his wrongs so he wrote the letter and secluded himself on a faraway island. An island no one has ever reached. An island known as...Raftel.
