Oh yeah, he definitely knew itachi wasn't fully on board with the plan and spent a long time thinking about it. He also knew itachi was in a special position with the leaf and clan. Fugaku ultimately acted as father at the end understanding his sons decision and what's best for both sons.

By no means I'm comparing two series but my whole point is that with such a great series he could have given himself some more liberty by going deeper with some more characters like Fugaku, Shisui, White fang, might dai, etc. These are the characters who we know very little about and are still fan favourites, it would have been a treat to know more about them. I don't mind naruto going for more than 1k episodes if it has to be done, but again that's just one man's opinion.
