Some landlords have apartments that can have pets and other that can't to open their renting options. My in laws rent here in the states and the apartment my fiancé and I rent from them we could have any pet but the two below us you can't. There's also an apartment out back where you can. It's just a way to have several different options for renters. Also, in our situation, the one person didn't listen and had a dog in our apartment so now they just decided to make it pet friendly. Lol
