We literally had no investment from the ownership back then because the Kroenkes and Usmanov were locked in a stalemate, with neither side willing to invest until they had full control of the club. We were 100% self-sustaining, operating near the red every year due to the stadium debt and relying solely on CL money to keep us afloat. Keep in mind this was before the massive influx of tv money that the PL currently has. Clubs were getting nowhere near as much money from simply being in the league back then as they are now.
