At 0:58 literally the moment this started playing, I watched a coworker that I have worked many years with lose faith in humanity right before my eyes after finding out that his dog had just been killed by a drunk driver. Someone was playing this on the radio and although this tragedy took place 2 months ago, I still think about that look on his face. In that moment, I think he was in the darkest possible mindset. I hope he’s doing alright.

If you mean that flutter that his voice does, he's changing from his chest register to his head register, or falsetto. Changing register like that creates a little flutter in your voice, which is particularly highlighted in yodeling. Hope this helps! I think Vox has an informative video about falsetto and registers
