Back in OW1, she actually had the same HP as tanks when she ulted, so having to deal with 3 tanks with full hp, one of which with ultrafast ult charge, the way she says his name is basically her saying "You are so unbelievably fucked"
I believe she does actually, cause you hear both of those if you're the opposing team so it would make sense that Echo also uses those voice lines if you're fighting an opposing Echo.
