Is this an organic solution, or chemicals?

      lime is organic.
Copper sulfate, no. It is used all the time in multiple countries, even on fruits. The mixture is based on what you put it on. The description:
Copper sulfate is an inorganic compound that combines copper and sulfate. In its liquid or powdered form, it’s most commonly called basic copper sulfate, BSC copper fungicide, CP basic sulfate, or tri-basic copper sulfate. In its solid, crystal-shaped stone form (known as a pentahydrate), copper sulfate is known as blue stone or blue vitriol for its blue color. In this form, it’s a popular raw material for producing other types of copper salts.
Copper sulfate uses include stopping the growth of fungus and bacteria. Overexposure can lead to possible toxicity in humans, though.
For people eating fruits that had this sprayed on, there are laws in most countries that give the last day before harvest that a treatment like this can be used. All fruit, let's say apple, get cleaned after harvest. This doesn't penetrate through the skin of food crops it's used on. The main risk is to the workers.
I've never head of the paint, Facade Emulsion paint. However there is not a chance it's organic. The paint as he said binds everything together and to the tree. I THINK it should allow the tree to have air get to the wood and bark which is important.
If you need to maintain an organic certification you can't do this.
If you are concerned about eating fruit from a healthy tree grown in healthy soil and clean water, this won't affect anything. However it's going to slowly flake away. If you're concerned about it getting into the soil you can put a barrier around the base of the tree, not a waterproof barrier, more like a landscaping cloth that allows water to pass through but thick and fine enough to catch the flakes.
I don't agree with doing this on branches, but some locations carry a lot of disease and you have to treat the trees or they don't last long enough to make it worth growing. I would limit this treatment to the trunk, and then on any exposed wood where bark is missing on the main stems.
What he is doing is a low cost treatment, that when done correctly isn't an issue.
There is a good video done by Scott Head that uses organic materials to do basically the same thing and a little more explanation on why it's important on young trees, not necessarily well established trees.
The video is "Why and How to Whitewash Your Fruit Trees".
If you have a lot of trees I think I'd go the cheaper route if I had to do this as they get larger. If I do this for the reason Scott talks about which is mostly about planting a new tree, I'd do the organic treatment.
      Hope this helps.
