Sir what if dual problem is in minimum already, and right hand side is full positive ?

This scenario is unlikely because it will have no solution, the question is wrong
But do notice the = then you might be able to multiply it by -1 and the rhs may change and become negative

Then don't multiply z with -1 because it is already in minimization.
If it is in maximization then only we have to make a change.
