Matt's trains that siding has always been there. I visited this railroad 3 times and it's been there ever since. It's main focus is to be a run around track for either the steam or diesel locomotives to couple back to the train for the return trip back to New Hope.
Actually he's talking about a different siding. They have two sidings now. One is Lahaska, the turn around point, which you're talking about, the other is a brand new one between Reeder Rd and Aquetong, its sole purpose is to allow a southbound train to pass the northbound.

That's how UA-camrs get paid. They finished putting ballast in a few days before the first excursion, so it is brand new
