In furtherance of what these gents have said, for those of you who deal with local customers/clients, here are some SPECIFIC suggestions:
    1. As part of your email signature line you should have "referrals always appreciated" with the word "always" either underlined or highlighted or both. On your business card, you should have the same wording.
    2. On all of your invoices at the bottom you should have the language in suggestion 1.
    3. On all of your invoices, instead of just an itemization, like "replaced brake pads" you should include the benefit, as in "replaced brake pads for driver safety" or the equivalent for your particular service.
    4. Sending out Xmas cards is lame. Everybody does it. You are drowning in a sea of similar insincere "best wishes."
INSTEAD, send out Halloween cards that say "It has been a treat this year doing business with you." Then send out a Thanksgiving card that says "Thanks for your continued patronage, and all of the referrals you have made." You hit them twice in two months with cards almost nobody is sending BEFORE the lame-os send their Xmas cards.
    5. If you know the interests of your customer, say for example, pipe smoking, you look for info you can send them, like "This website is offering a 20% discount on __ pipes." With no sales pitch.
    6. Be careful with monetary rewards for referrals if you are in a licensed profession, like real estate, insurance, law, etc. That could definitely run you afoul of the law of your jurisdiction and the licensing authorities. Otherwise, sure, do it. When you can't pay them in money, make referrals for their business, or send them something for XMAS, that isn't money.
    7. Suggest to your customers/clients that for any referral they make, BECAUSE OF THEM, you will offer the referred customer a discount consult, appraisal, estimate, or some such thing. Let the referred customer know they can thank the referring client for the courtesy.
Hope the above might be useful folks.
