I'm pretty sure the things that come out of X's buster when trying to use Fire underwater in X2 are drones that emit fire on them normally (which explains why they have a perfect spiraling trajectory when real fire probably wouldn't) and since fire doesn't work underwater you just see the drones. Honestly that detail is incredible to me.
Megaman and Bass has a great detail underwater, too. The flamethrower weapon you get from Burnerman does work underwater, but instead of fire, you get a boiling hot water current.

i think x7 still has some logic since it's an explosion what hit the water not fire . water spray shots small water bullets , not enough to stop the huge fire flame . x8 is still not so clear when you use axl weapon , the water level is so low to compare , but comparing x was enough another interesting thing i found it myself in mmx4 the ice weapon can frezze the falling fire balls in magma dragon stage . i still can't believe the SNES fulfilled the logic alot better than the ps games xd
Adding to your analysis: Lorewise, there's the nature of the attacks. In X4 and X5, both attacks, although they have fire in the name, are actually classified as balls of lava/magma, given how the reploids you get them from use them. In X6 the problem with the uncharged attack is that that's a "fire element charged" Z-saber slash, and we know that all things Z-Saber tend to ignore physics. The charged attack is completely cinematic and we can ignore it, that's the thing with all the charged attacks in X6. X2 is interesting. Speed burner is actually 2 superheated metallic cores (that's what Stagger shoots, and why the fire rolls up the wall). The thing in X8 is a massive programming oversight, but I could stretch it and say that it needs ground to spawn the leading flame of the melt creeper, and then it only uses the oxygen ahead to keep burning ahead.

Still, rising fire and ground fire are magma shots (or maybe modified buster shots, which are akin to plasma) Axl's attack in x7 is a plasma explosion.

In X3, the weapon that doesn't work on water is the Acid Rush (Acid Burst outside of JP). Same principle as with the Fire Wave and the Rushing Burner... the water dissolves the acid instantly.
With X8 I think it makes sense. If water is contaminated enough with specific chemicals, it can hold fire on top of it. These games take place in the 22nd Century, and there is a lot that can happen before then!
I always imagined all of X's fire based weapons to be plasma, or even metallic flame based, & not normal fire at all, I mean try putting out a magnesium flames with water without making it worse, plus plasma based flames would be far too hot for the water absorb the heat from & put it anyway, plus not requiring oxygen to burn, & let's not forget chemical based flames like Greek fire, or napalm.

If you think about history, MMX8 has some logic. Roman Fire is known by the fact that it can stay on the water and still burn, as well as being able to burn underwater as well. In the example you gave, maybe it doesn't have time to ignite while on the water, but it can move on the water if you "ignited" the fire.
I mean technically in real life fire can exist underwater with right components and conditions. But this isn't real life where robots live with humans (which isn't far from happening at this point, just not that near either). I think with very advanced technology, they can produce "damaging" fire underwater. Some fire weapons probably isn't created the same way in this universe if we were to follow real life. Plus you need to balance gameplay with logic.
Something I find especially amusing is that in the classic series, most fire weapons still work underwater... even though X and his weapons are on a general basis much stronger than default Mega Man's weapons on account of being a more advanced and powerful robot. Hell, in MM&B you can get Wave Burner, which is basically just Fire Wave except it at least *pushes* enemies underwater.
Obvious X8 use some kind of napalm fuel which can combust and stay active on water surface, that's why you can't really use it when standing IN the water. X4 you get fire tech from MAGMA Dragoon. Magma (or lava) is hot enough to stay active in the water so this one get a pass. X5 is a stretch but you fought an arms dealing robot T-rex hidden inside an active volcano which is widely known for his lava-based weaponry. So, same reason as X4 No comment on X6 and X7

Mega Man X7's Explosion is also a heat weapon like Circle Blaze.
The X2 flame move has two objects that are normally lit ablaze that crash into stuff. They can collide and kill stuff, even if not lit, but you just take crash damage if you do that charged version and run into enemies. Love the attention to detail in the early X games!

As for X8, I see it as Burn Rooster uses a type of oil or alcohol compound that burns even above the water as its a oil that sits above water and not in it (And with his weakness being ice, it further cemented it as an alcohol burn that freezes easily), but if X is in the water, the igniter isn't a model that's similar to the previous two, thus will not ignite quite right if submerged.

Maybe it’s a small drone that once on fire is smart enough to stay on fire while hugging the water? MHX: Same as X1. In fact, except for the blue flamethrower of Vile which is explicitly stated to work in water, they all fail.
In mmx 2 you can kill enemies underwater because the weapon itself are missiles (or bombs/napalm) that spread fire xD so even if they can't burn enemies you damage them with the devices as if they were simple bullets.
I think fire should be underwater in videogames. It's less realistic, sure, but not being able to use a weapon in a stage is kinda stupid. If you really want to have attention to detail, you could do what X2 and MM&B did. Make the weapon usable except it doesn't shoot fire.
I am very surprised that those rushed cash grab games let you use fire under water and that they have way less mechanics than a snes game. Why is this the case, almost like the devs didnt give a single f*
Well, I pressume that fire weapons from PS1 titles work underwater because they're hot enough. If fire is hot enough, it can burn underwater. Or they just didn't bother, for there's no much water in PS1 games to begin with.

Fire needs fuel oxygen (usually, not always) and an ignition source and fire can in fact burn underwater. As long as the fuel can ignite things can be on fire. You can shoot fireworks underwater for example. And fire can burn on water as well because if the fuel can float, it'll stay on the surface. Gasoline or other oils for example. So it's not really defying the laws of physics at all. Nice engrish in the text by the way.
The game that did this better for me... was Megaman & Bass. When you try Burnerman weapon underwater, you don't see fire, but there's a wave of overheated water (that same wave is Pirateman's weakness). X5 could work, if the fire wave has really high temperatures (since Burning Dino Rex is in a volcano and all), but they could have added some effect of the water bubbling, as a way to react to the really extreme fire. But oh well it's X5, so it doesn't matter, game was lazy overall.

To be fair fire underwater is NOT illogical, it just physically incorrect (generally), an illogical thing would be breaking mathematics, something contradictory (A and not-A being the samething), or both like a squared-circle. And even then you could just argue that the x4-x6 fire is just so hot that it goes through, evaporating the water, after all x4 ice weapons are so cold that it can instantly freeze magma and fire. And x8 needs to heat up first before it can go through water.

Also worth mentioning that you *absolutely* can have sustained fire underwater. A commercial example is underwater plasma cutting. Probably a more mundane example is magnesium, which will burn underwater. Arguably, the weapons of the most advanced robot of the future would have access to those kinds of weapons.

In mmx 2 you can kill enemies underwater because the weapon itself are missiles (or bombs/napalm) that spread fire xD so even if they can't burn enemies you damage them with the devices as if they were simple bullets.
I think fire should be underwater in videogames. It's less realistic, sure, but not being able to use a weapon in a stage is kinda stupid. If you really want to have attention to detail, you could do what X2 and MM&B did. Make the weapon usable except it doesn't shoot fire.

In Mega Man & Bass, if you use the fire weapon underwater, it turns into a vortex of "heat Water" of short distance.
For as many decades as I've played these games... I never thought to use fire while underwater...
Meanwhile in Rockman & Forte: *Flamethrower underwater transforms into Airthrower, still wrecks the water-type Boss*
Dude, i think on megaman x2 X is firing a kind of magma or blazing rock, that's why it still shots something even if you're underwater.

Fire needs fuel oxygen (usually, not always) and an ignition source and fire can in fact burn underwater. As long as the fuel can ignite things can be on fire. You can shoot fireworks underwater for example. And fire can burn on water as well because if the fuel can float, it'll stay on the surface. Gasoline or other oils for example. So it's not really defying the laws of physics at all.

The game that did this better for me... was Megaman & Bass.
When you try Burnerman weapon underwater, you don't see fire, but there's a wave of overheated water (that same wave is Pirateman's weakness).
X5 could work, if the fire wave has really high temperatures (since Burning Dino Rex is in a volcano and all), but they could have added some effect of the water bubbling, as a way to react to the really extreme fire. But oh well it's X5, so it doesn't matter, game was lazy overall.

oil and water dont mix. the fire stays on top of the water. undersea thermal gas vents on the other hand still explode if a spark is nearby.

To be fair fire underwater is NOT illogical, it just physically incorrect (generally), an illogical thing would be breaking mathematics, something contradictory (A and not-A being the samething), or both like a squared-circle. And even then you could just argue that the x4-x6 fire is just so hot that it goes through, evaporating the water, after all x4 ice weapons are so cold that it can instantly freeze magma and fire. And x8 needs to heat up first before it can go through water.
BUT in Megaman Xtreme 2, Fire Wave DOESN'T EXTINGUISHED underwater:)

Not sure why you claimed you could use fire underwater in MMX2 when you clearly show footage of there not being fire.
Also worth mentioning that you *absolutely* can have sustained fire underwater. A commercial example is underwater plasma cutting. Probably a more mundane example is magnesium, which will burn underwater. Arguably, the weapons of the most advanced robot of the future would have access to those kinds of weapons.
