The railway you mention @ 12:50 is known as the Dequindre cut and ran directly from the water front through eastern market and in to the industrial heart of the cities east side. Remnants of it remain today as a greenway bike/pedestrian path.... Imagine the high line in NY, only recessed below street level instead of being elevated.

They represent the distance from City Hall. And mispronunciation of very well-known major Detroit street names (such as 'Gratiot') gives away the fact that this guy doesn't know what he's talking about, and isn't from the Detroit area.
