Iv recently moved to Albania with my wife , we love it here ,it is cheap , friendly and safe . We applied for residancy and now have residancy permits . Residancy will lead to citizenship/passport after 5 years of continued legal residancy (spending more than 6 months per year for 5 years)

You will need to start a business or buy real estate in Albania in order to get the residancy permit .both options are cheap
