Check your voltage must be higher than the setting in phase monitor
Check setting and voltage both if voltage are higher than the setting In phase monitor it will kept tripping on phase voltage alarm

Its not time delay relay you have 2 loading solnaid 2 unloading solnaid and another 1 is boster solnaid to activate boster solnaid they used relay not time delay relay
