California's version of EPA requires a city /county to purchase State Land where they can collect all the debris and recreate the exact habitat that was blocking the creek. It is these Wacko Environmentalists that are to blame for this, they care more about the bugs, worms, other so called endangered life living in flood drains rather than the humans and their properties adjacent to the flood drains.
Every election, citizens are asked to pay for drainage improvements and they don't. The Pacific is disgustingly full of sewage and the drainage is inadequate. Blame, citizens that won't pay for needed services. It is worst in the unincorporated areas.

They don't want all the trash, leaves and other debris getting in and clogging the un maintained drainage systems. Also take note on all the beach closures we have here after rain. Even moderate rain. Poorly maintained sewage systems. City governments not doing what city taxes are intended for. Just like our high gas taxes don't go to maintaining our roads. Private money building roads with tolls in order to be paid back. California is completely mismanaged from the top down.

I just read that it was many of these same residents that didn't want to pay the fees at landfills, and so for years they have been dumping landscape brush and trees, cars, appliances, couches and recliners, kitchen cabinets, old fencing, and other garbage into the drainage. And this is what choked and blocked the canal. Pay back is a mo-fo, pal.
