It's written this way to indicate groupings. Messiaen wanted the performers to feel the phrases, groupings and metrical accents as acurately as possible and not get lost at the same time, so he developed several ways of notating music. I guess you could cathegorise this as his "third notation", which you can also see in his Poemes pour Mi for orchestra, where the groupings are indicated by graphic signs. Its also interesting to compare it with the piano version, written in the first notation. You can read about these things in Messiaen's book, The technique of my musical language ;)

You have to experience this piece live, in a church or cathedral. It is terrifying, massive, sublime - very difficult to record
I got to see the Cleveland Orchestra do it in Severance Hall back in 2008, it was spine tingling.
