Pretty sure the police officers in 'Gang Force' decided to let Franklin keep the car
There are some vehicles mod that is just unfitting for me. You can just use the FIB unmarked cruiser.
Tbh there are many unfitting mods for these video which i suggest removing or changing it:
-as mentioned, the cruisers, use FIB unmarked
-those police sport cars, please don’t overuse it.
-Swat van, it is fine, still, using the default might be better
-The special operators, suggest changing them into juggernauts (there is a police juggernaut mod)
-weapons, please use the defaults. (Additionally shields would be good)
-voices, having M, F and T voices for one of those operators is quite unfitting. Sure you may use it sometimes but please don’t make it as they’re the officers.
After all, the video idea is great. Keep up the good work.

As for the police juggernaut pack you asked for, i’ve found, not only the juggernaut, but the entire NOOSE reskins in Realism Dispatch Enhanced mod pack: vi.gta5-mods.com/misc/realism-dispatch-enhanced
This might force you to relocate M , F and T in a NOOSE squad , if you don’t mind.

I think the helicopter which in the end should be changed into the cargo bob. This one is much bigger than the video one and it can carry all rubbers. I think the video one can't. 😅
it is a better idea to use police helicopter than cargobo since using the cargo bob is dangerous that may harm other civilian and infrastructures while catching the robbers
