i worked in Civil Engineering many years ago in Maryland. This is the fourth major flood in Western North Carolina in108 years. I would like to know why so many houses are built in clear flood planes. I looked at your State Flood Plane maps and they seem pretty weak. As a Federal Tax Payer I do not think any Federal money for housing should go to rebuilding in Flood Plains. People should be entitled to the money but they have to move.
Well, in point of fact, (1) most of these places were not on flood planes. They were destroyed by mud slides coming down from the mountains; (2) In the cases of people who were anywhere near the French Broad and other rivers, FEMA refused to certify their properties as flood risks so they weren't even "built in clear flood planes" and they were not therefore allowed to get the federal flood insurance. Now the federal government wants to walk away leaving their victims holding the bag. Furthermore, what happened here could probably happen to most major cities for similar hydraulic reasons (narrow pathways to funnel water into artificial hollers). Attacking catastrophe victims and deciding they deserve this to happen to them just because you want to protect your political team is a recipe for this happening to you too.
